Papercutting, or scherenschnitt, was a popular art form that was mastered by German-Americans in Pennsylvania and quickly spread to other regions. Creating more than a simple symmetrical design by folding and cutting paper required a great deal of skill. Papercut eagles were popular forms of patriotic folk art, although the artist of this piece chose to associate the symbol of America with the social cause of Temperance.
